The licensing works end to end · keys are minted, signed, emailed, and verified offline by the client. What is not connected is the part that takes your money, and we would rather say so than take an order we cannot fulfil cleanly.
What you would be buying
Everything in the free tier stays free and needs none of this. Pro is the part that requires a server, because it has to reach you when you are not looking at the screen.

Licences are issued by hand today · for reviewers, for demos, and for a refund reissue. If you have one:
rr-coach license add rrc1...Verification is offline and instant: the key carries its own signature, so applying it works with the network off and tells us nothing.
